Oyo State Community And Social Development Agency

Community and social development project is a poverty reduction intervention projects targeted largely at both rural and urban communities in Oyo State. It is being managed by a state agency established by law and adopts the community driven development [CDD] approach. The Community Driven Development [CDD] approach is a new initiative in poverty reduction strategy which places the poor at the drivers seat in decision making for development activities. It is participatory, enhances accountability, improves efficiency and effectiveness and can deliver project at much lower costs.
CSDP is an exceptionally special project because it adopts the demand-driven approach which disburses money directly to communities for implementation of their prioritized micro-projects as articulated in their community development plans.
Oyo State Community and Social Development Agency [OYCSDA] was established to implement World Bank Assisted Community and Social Development Project [CSDP] a scale-up intervention programmes of Local Empowerment and Environmental Management Project [LEEMP] which closed in June 2009 after five years of implementation.
As part of mandatory requirements for the inclusion of the implementation of the project by the World Bank, Oyo State established Community and Social Development Agency[CSDA] through Oyo State Act of Parliament in Dec 2008. Also, the agency documents of operation known as Project Implementation Manual [PIM] and Community Implementation Manual [CIM] were formulated and approved in 2008.
The Agency is headed by the General Manager and has three [3] Departments headed by Managers namely:

  1. Finance and Administration.
  2. Operations.
  3. Monitoring and evaluation.

The General Manager and the 3 Managers makes up Management Team of the Agency, as provided in the law establishing the Agency.
The Agency has included in its staff strength: 9 project officers; 9 operation officers; 12 support staff.
The agency is expected to cover communities in the 33 Local Government Areas of the State that express interest to participate.
Presently,the agency is operating in 39 communities in 13 LGAs across the State.
The LGAs are Egbede, Ibadan North-East, Ogbomoso North, Ibarapa North, Atiba, Saki West, Ibadan North West, Atisbo, Oyo West, Oorelope, Saki East, Ona-Ara and Ibarapa East LGAs. For logistics reasons and to satisfy spread in coverage,initially 3 communities in selected LGAs across the senatorial districts in the State is strategically adopted.

The CSDP development objective is to sustainably increase access of poor people to social and natural resources infrastructure service. This laudable objective is achieved through:

  • Empowerment of communities to implement,maintain,and use community social development projects.
  • Strengthening partnership with LGAs and communities on human development and natural resources related projects.
